Minutes of the 77th Annual General Meeting – 14th October 2023

The Chair will move the adoption of the minutes.

Matters arising from the Minutes of the 77th AGM  

 

5. 

Annual Report 2023/24

The Annual Report will be presented by the Chair for adoption. The report covers 1st  April 2023 – 31st March 2024. 

 

6. 

Financial Statement 2023/24

The financial statements:

a)      of the Derbyshire Association of Local Councils to 22nd August 2023

b)     of Derbyshire ALC Ltd from 23rd August 2023 – 31st March 2024

will be presented for adoption by the Chief Officer. Copies of the financial statements are included in the Annual Report.

7. 

Update from the Board of Directors

The Chair will report on activity since the last AGM, not covered in the Annual Report, including NALC business and FEMALC business.

 

8. 

Appointment of Auditor – 2024/ 25

The auditors for 2023/24 were Derby Community Accountancy Service and officer recommendation is to continue with their services.

 

9. 

To receive notification of the DALC representative to NALC National Assembly and the NALC AGM

The Board of Directors have appointed the Chair to be the formal representative to National Assembly; and the Chair, Vice Chari and Chief Officer to be voting representatives at the NALC AGM.

 

10. 

To receive from the Board of Directors the Subscription Rates for 2025/26 

A)    DALC (scale of fees attached for DALC subscription)

B)    NALC: to note that NALC are proposing a 5% increase on their rates which will be voted on at the AGM on 7th November.

 

11. 

Motions for Debate 

a)    From DALC member councils – none received

b)    From other CALCs to be considered at the NALC AGM:

i)                 Surrey ALC: At present Town and Parish Councils have no recourse for resolution of any financial services complaints through the Financial Ombudsman Service as they are not included in the list of eligible complainants in the Financial Services and Markets Act 2000.
Motion:
This motion seeks 1) the Addition of Parish and Town Councils as eligible complainants to the Financial Service Ombudsman via an amendment to Financial Services and Markets Act 2000 PART XVI and in turn the Financial Conduct Authorities Handbook Section DISP 27.2.3 R (3) so that it reads “(3) a charity, or parish or town council, which has an annual income of less than £6.5 million at the time the complainant refers the complaint to the respondent;” 2) the addition of town and parish councils to the list or eligible complainants to all other Ombudsmen such as utilities.

DALC Subscription Fees 2025/26

* Allows councils to have up to 3 free training places per course on a range of training courses including councillor essentials, Code of Conduct, Employment courses, Freedom of Information, GDPR. Individual places typically cost £35 - £55

 

Note: in addition, the NALC fees are proposed to be £8.10 per elector – to be confirmed after the NALC AGM.

We are delighted to welcome you to DALC Day, featuring dynamic roundtable discussions on key health, wellbeing and environmental topics.  You will have the opportunity to visit two separate tables The outlines below will help you decide which discussion you would most like to participate

How it works: five speakers at five separate tables delegates will choose the table offering the topic of interest you will engage in 30 minutes discussions on that topic with the speaker.

Emma Datta will discuss the exciting initiative around the reintroduction of wild beavers in Derbyshire. She will provide insights into the Derbyshire Wild Beaver Feasibility Assessment Initiative, focusing on:

  • Why Beavers? Why Now? Why Derbyshire?: Understanding the reasons behind reintroducing beavers to the region and why it’s timely.

  • Engaging Councillors and Communities: How to ensure that local councils and the communities they serve are effectively involved in the consultation process. This includes addressing questions and ensuring councillors have the knowledge to support their constituents.

Emma will aim to equip councillors with the information they need to be active participants in the discussion, addressing community concerns and supporting effective reintroduction efforts.

Strategies for Improving Walkability: How to create pedestrian-friendly spaces and improve infrastructure to make walking safer and more convenient.

 

Fostering Healthy, Active Lifestyles: Ways to promote walking as part of a healthy lifestyle for all residents.

 

Case Studies & Grant-Funded Programs: Based on case studies grant funded programmes over the past 12months showcasing practical examples of how communities have improved walkability and accessibility.
