CiLCA is a professional qualification for Clerks and associated staff. It will help you become more aware of the law, planning and procedures for local councils and in turn give you the confidence to carry out the role to the best of your ability. The qualification is one criterion the Council must meet before adopting the General Power of Competence. CiLCA is the Certificate in Local Council Administration awarded at Level 3 of the National Qualifications Framework (NQF) where it is worth 20 credits.

It doesn't matter what size your Council is, they all must adhere to the same regulations. Clerks have passed CiLCA with Council precepts of less than £3,000.

What work is involved and how long will it take ?

We deliver two CiLCA training courses a year via Zoom. They comprise: 

  • a compulsory 'intro' module training session to be completed before you take the course (2 hours)

  • 5 x 3 hour sessions covering each of the modules in the portfolio

  • Up to 2 hours of one-to-one time with trainer while portfolio is being compiled and submitted (this can be emails, texts, phone calls or face-to-face meetings)

It should take between 6 and 12 months to complete and submit your portfolio. Your portfolio is made up of 5 units, with 30 learning outcomes (questions).

COST: £250 to complete the training, plus a £450 registration fee which is payable to SLCC (Society of Local Council Clerks).

Delegates are expected to attend the introductory session where they will be able to assess if they are ready to take this qualification. Your council will be invoiced when you register for Unit 1.
